A man convicted in Logan County has been recommended for a pardon by the Arkansas Parole Board.
The board is recommending Richard Shelton be pardoned for the offense of second degree battery.
The board’s recommendations are non-binding and will be forwarded to Arkansas Governor Asa Hutchinson’s office for a final decision. The board can neither grant nor deny a pardon or commutation that decision is finalized by the governor. The board makes its recommendations on the merits of a commutation or a pardon application.
Shelton’s recommendation is one of 16 pardon recommendations by the board when it met on March 20. Two others were recommended for firearm restoration only. The board deemed 14 applications unworthy of pardon.
